Perceived "delay" of email with BIS:
If BIS is working as normal (with no known service delays) a delay could be observed in this fashion: If an email was received 1 minute after a 15 minute polling routine (steps 21/23), it would be received on the next polling routine 14 minutes delayed from the account actually receiving it, appearing on the handset 14 minutes after the expected time.

*This is not a Smarsh routine schedule, but rather a schedule that is within the Blackberry/RIM BIS service.

**This is not for gmail/yahoo/carrier.blackberry.net accounts. With these accounts there should be little to no delay from receiving the email to the notification on the device. The BIS checks continuously on Gmail and yahoo, and since there is no mailbox for the carrier.blackberry.net account (the device is the mailbox) it is instant.
